Mubarak Taighoon Shah

Dr. Mubarak Taighoon Shah is a global health implementation scientist and operational leader with over 17 years of experience designing and leading large-scale public health programs across diverse health systems in low- and middle-income countries. With a background in clinical pharmacy (PharmD), and an MPhil in Health Policy and Management from the Aga Khan University, he brings interdisciplinary expertise spanning immunization, cold chain logistics, digital health, maternal and child health, health systems strengthening, and frontline health worker capacity-building.

Mubarak has extensive experience providing strategic and technical support to ministries of health and multilateral agencies, including the WHO, Gavi, the Vaccine Alliance, UNICEF, and the BMGF. His work has focused on advancing equitable access to primary healthcare services through the application of data-driven approaches, innovative technologies, and adaptive implementation strategies.

He has led multi-country initiatives aimed at scaling digital health interventions and strengthening routine immunization systems, with a strong emphasis on sustainability, local ownership, and evidence-informed policy and practice. Adept at navigating complex policy environments and translating global strategies into country-level action, Mubarak is committed to advancing health equity through collaborative partnerships and context-responsive solutions.
